Abstract

During the last ten years, Spanish Public Administration experienced a substantial change facing the New Public Management�s (NPM) principles. This issue is particularly important in an scenario like this, where new technologies play a fundamental role and the citizenship is much more critical with public management. To carry out this transformation, the Castellon City Council adopted in 2006 its Modernization and Quality Services Plan, which is a pioneering experience and follow the path of the initiatives undertaken in municipalities form Catalonia, Madrid and Andalusia. As a result of this experience some key aspects could be extracted, such as impact of NPM in local government, political governance capacity and the strengthening and professionalization of the executive and its environment. The case of Castellon City Council serves as an example to highlight the need to be deepened in the introduction of NPM because it is increasingly important that public authorities evolve alongside its citizens.
