The defeat of the Axis in World War II and subsequent UN sanctions created a hostile geopolitical context for Franco. In order to alleviate this situation and to approach the United States, José Félix de Lequerica was entrusted from Madrid with the creation of a group of power that allowed a positive image of the Francoist regime to be transmitted to elites and American society.
