Zusammenfassung
The publication of the draft Charter of Digital Rights has opened an enriching debate on its content. The author explains the need to improve the wording regarding the recognition of the Net neutrality, as well as relocating it in its proper place. What neutrality means that will determine the future development of the Internet and the digital environment.
