This article analyzes the situation of the Basque Government during the first stage of the Cold War and the way in which the international context undermined the possibilities of success to end with Franco’s dictatorship. The initiatives of the Basque Government made by José Antonio Aguirre, Antón Irala and Jesús Galíndez are also studied, in order to look for the anti-Francoist unity and the projects to counter the Spanish politics of the State Department of maintaining the Franco dictatorship as an impregnable fortress against communism. This study also examine the expectations vested by Spanish and Basque exile in the politics developed by the United States and the great Powers of the UN Security Council and General Assembly.
