Résumé

The annotated document recalls, forty years later, the moment when the bases for the distribution of competences between the State and the Autonomous Communities in the field of Social Security began to be established, leading us to relive, with the help of an unbeatable guide, a time when uncertainty required reasonableness as an inseparable companion, as the honoured Professor repeatedly invokes. Over and above the construction of the draft legislation that serves as a pretext, the methodological choice in favour of a broad concept of social security, equivalent to social protection, entails the need to bear in mind the interrelation of the strict notion with the health, assistance and social services systems. Moreover, app. ying the wide range of issues inherent in the allocation of legislative and executive powers in such a varied set of matters.
