Resumen

The minimum living income was born in 2020 with the clear vocation of constituting a last safety net against poverty through the creation of a new non-contributory Social Security benefit, with its own regulation external to the General Social Security Law. Three years after its enactment, it is worth highlighting its importance as a shield for the most vulnerable people, although its ambitious content has been extensively and excessively reformed when the numerous errors revealed by its implementation were noticed; important gaps have been found in its regulation and procedure which have prevented a significant number of potential beneficiaries from accessing this benefit; and, finally, it still lacks the necessary regulatory development in view, on the one hand, of the precepts invoking subsequent development and, on the other, of the gaps left by the law.
