Résumé
This thesis aims to analyze the context provided by the Public Policy of Vocational Training and its appropriation by young people, from their life trajectories, to build their life projects. It is assumed that the Public Policy of Vocational Training does not ensure the forming of a qualified specialist technician; Which does not guarantee the articulated training between basic education and technical formation; Passing through this policy does not guarantee full rights, but it helps to create life projects for these young people, a fundamental element in the development of this stage of life. It is defended the thesis that the Public Policy of Vocational Training, despite not guaranteeing the qualified technical formation, allows the young people to construct a life project, since they are carried out in educational contexts, they have a social and psychological effect, helping in the Constitution of these young people as subjects. This thesis is anchored in the historical-cultural perspective, using the theoretical categories development, consciousness and life project. For that, three studies were carried out: I. "Portrait of the Public Policy of Vocational Training in João Pessoa: what the documents say?", From the documents made available by the training institutions, analyzed through content analysis and QDA miner; II. "Life trajectories: the young people participating in the Public Policy of Vocational Training", from questionnaires applied with the young people that are inserted in the Politics, analyzed through the SPSS; And III. "What do the young people say? Development, contexts and life projects ", from discussion groups with young people, analyzed through the QDA miner. The findings point to a youth that comes from the class that lives from work, contemplating the various social segments that are part of it, with poor youth being the most affected. Access to lifelong services shows that not all have been through the same policies, and that some have even started working as children. In the discourse defended by the Politics, the professional formation is considered like the salvation for the young, like infallible against the unemployment, but it was perceived that it is configured much more like a set of programs and projects that in a fragmented way. We have proved that the socio-cultural conditions of the life trajectories of these young people have transformed them, functioning as levers for their development and constitution as historical and cultural subjects. The experiences in the programs were also pointed out as something extremely significant in their speeches, in which the exchange of knowledge and the practices accessed by the young are put as important to get to know the profession. The young people recognize in their trajectories the maturation coming from their insertions throughout life, being clear that the development unchained from each insertion contributed to delineate the sense that was attributed to their lives and to the formulation of their projects of life.
