Abstract

Directive (EU) 2014/1712 aims to take another step in crime prevention and protection of victims, placing it in the third regulatory stage of the criminal phenomenon of human trafficking in the European Union. This is not only observed in all the new developments that it introduces, which among others include the incorporation of the exploitation of surrogacy, illegal adoption and forced marriages, and introduces a new type of crime in relation to the use of services provided knowingly who offer them to victims of trafficking. However, throughout its recitals it dedicates most of them to emphasizing the necessary victimcentric approach to crime. The European Union, aware that trafficking in human beings constitutes a highly complex problem due to the very different associated ramifications, is committed to and reflects its commitment to human rights through awareness‐raising and training as a priority component to ensure
